為加(jia)大對(dui)社會公眾遠(yuan)離(li)非法(fa)金融活(huo)動的宣(xuan)傳,提(ti)高(gao)公眾對(dui)違法(fa)犯罪活(huo)動的識(shi)別(bie)能力和金融安全保(bao)護意(yi)識(shi),深入貫(guan)徹落實《中國人民銀行北京市分(fen)行反(fan)(fan)洗錢處(chu)關(guan)于(yu)進一(yi)步做好2024年反(fan)(fan)洗錢宣(xuan)傳以及調研工作的通知》要求,中國東方2024年第(di)二(er)季度組織(zhi)開展(zhan)“拒絕非法(fa)金融,筑牢全社會洗錢風險防線(xian)”系列宣(xuan)傳。
打擊洗錢犯罪、維護國家安全

2023年11月17日(ri),中(zhong)國(guo)(guo)人民銀行(xing)反洗錢局副(fu)局長(chang)王靜(jing)在第(di)十三屆中(zhong)國(guo)(guo)反洗錢高峰(feng)論壇暨(ji)第(di)三屆陸家嘴(zui)國(guo)(guo)家金融(rong)安(an)全(quan)峰(feng)會上指(zhi)出,反洗錢是(shi)維(wei)護國(guo)(guo)家安(an)全(quan)和金融(rong)安(an)全(quan)的(de)重要手段。我國(guo)(guo)的(de)反洗錢工(gong)作,一(yi)定要認真(zhen)落實中(zhong)央金融(rong)工(gong)作會議(yi)精神,充(chong)分發揮反洗錢強監管、防風險、促發展的(de)積極作用和職(zhi)能(neng)優勢,為維(wei)護國(guo)(guo)家安(an)全(quan)和金融(rong)安(an)全(quan)提供可靠保障,主要有以下五個方面:
一是堅(jian)(jian)決維護國(guo)家(jia)安全(quan)與金(jin)融(rong)安全(quan)。金(jin)融(rong)是國(guo)家(jia)重要(yao)(yao)(yao)的核心競爭力,金(jin)融(rong)安全(quan)是國(guo)家(jia)安全(quan)的重要(yao)(yao)(yao)組成部分,維護金(jin)融(rong)安全(quan)是關(guan)系(xi)我(wo)國(guo)經(jing)濟社會發(fa)展全(quan)局(ju)的戰(zhan)略性、根本性大事。在全(quan)面建成社會主義現代(dai)化(hua)強國(guo)的關(guan)鍵階段,反洗錢工作(zuo)要(yao)(yao)(yao)繼續(xu)堅(jian)(jian)定不(bu)移(yi)地貫徹總體國(guo)家(jia)安全(quan)觀,立(li)足(zu)資(zi)(zi)(zi)金(jin)監(jian)測職能,積(ji)極發(fa)揮金(jin)融(rong)情報作(zuo)用,按照總書記(ji)“使所有資(zi)(zi)(zi)金(jin)流(liu)(liu)動都置(zhi)于金(jin)融(rong)監(jian)管機(ji)構的監(jian)督視野之內”的要(yao)(yao)(yao)求,不(bu)斷提(ti)升(sheng)資(zi)(zi)(zi)金(jin)監(jian)測覆蓋面和(he)及時性、準確性,提(ti)高對異常資(zi)(zi)(zi)金(jin)流(liu)(liu)動的追(zhui)蹤、監(jian)測、預警和(he)防范的能力,筑牢金(jin)融(rong)安全(quan)防線,維護國(guo)家(jia)安全(quan)和(he)金(jin)融(rong)秩序,以新安全(quan)格(ge)局(ju)保障新發(fa)展格(ge)局(ju)。
二(er)是持續推進國(guo)(guo)(guo)(guo)家(jia)治(zhi)理(li)(li)(li)體(ti)系(xi)和(he)治(zhi)理(li)(li)(li)能(neng)力(li)現(xian)代(dai)(dai)化(hua)。反洗錢(qian)(qian)作為現(xian)代(dai)(dai)社會治(zhi)理(li)(li)(li)與(yu)國(guo)(guo)(guo)(guo)家(jia)治(zhi)理(li)(li)(li)的(de)(de)(de)基礎內(nei)(nei)容(rong)和(he)重要(yao)環節,必(bi)須(xu)為國(guo)(guo)(guo)(guo)家(jia)治(zhi)理(li)(li)(li)作出(chu)積(ji)極(ji)(ji)貢獻。當前,反洗錢(qian)(qian)應立(li)(li)足國(guo)(guo)(guo)(guo)內(nei)(nei)實際,不斷深(shen)(shen)化(hua)和(he)擴(kuo)展(zhan)反洗錢(qian)(qian)內(nei)(nei)涵與(yu)外延,更好地適應國(guo)(guo)(guo)(guo)家(jia)治(zhi)理(li)(li)(li)體(ti)系(xi)和(he)治(zhi)理(li)(li)(li)能(neng)力(li)現(xian)代(dai)(dai)化(hua)需要(yao)。一方面(mian),隨著受(shou)益(yi)所(suo)有人備案制(zhi)度建立(li)(li)和(he)金(jin)融機(ji)構廣泛深(shen)(shen)入開展(zhan)盡職調查(cha)工作,反洗錢(qian)(qian)機(ji)制(zhi)可(ke)以(yi)協助市(shi)場監(jian)管(guan)部門(men)健全和(he)深(shen)(shen)化(hua)對(dui)各(ge)類(lei)經(jing)營(ying)主體(ti)的(de)(de)(de)監(jian)管(guan)體(ti)系(xi),在防范空殼公司(si)、虛假注(zhu)資(zi)和(he)嵌套持股(gu),遏制(zhi)經(jing)濟金(jin)融亂象、凈化(hua)市(shi)場環境方面(mian)發揮積(ji)極(ji)(ji)作用。另一方面(mian),在國(guo)(guo)(guo)(guo)家(jia)稅務機(ji)關推進金(jin)稅四期(qi)、加強(qiang)所(suo)得稅監(jian)管(guan)的(de)(de)(de)背(bei)景下,大數據(ju)系(xi)統將使市(shi)場主體(ti)及(ji)個人信息更加透明化(hua),公私賬戶間的(de)(de)(de)資(zi)金(jin)交易、大額現(xian)金(jin)收付等更加透明,反洗錢(qian)(qian)部門(men)可(ke)以(yi)加強(qiang)與(yu)稅務部門(men)的(de)(de)(de)合作,共同監(jian)管(guan)和(he)利用好金(jin)融體(ti)系(xi)的(de)(de)(de)數據(ju)資(zi)源,進一步釋放(fang)反洗錢(qian)(qian)在國(guo)(guo)(guo)(guo)家(jia)治(zhi)理(li)(li)(li)中的(de)(de)(de)潛(qian)能(neng)。
三是助力(li)加(jia)(jia)強(qiang)和(he)完(wan)善金(jin)(jin)(jin)融(rong)(rong)(rong)監管(guan)(guan)(guan)。反洗錢(qian)是現代金(jin)(jin)(jin)融(rong)(rong)(rong)監管(guan)(guan)(guan)體系的(de)重要內(nei)容,通過指導(dao)義務機構(gou)構(gou)建(jian)和(he)完(wan)善洗錢(qian)與恐怖融(rong)(rong)(rong)資(zi)風險管(guan)(guan)(guan)理(li)框架,增強(qiang)識別和(he)防范、抵(di)御風險的(de)能力(li),在(zai)整個金(jin)(jin)(jin)融(rong)(rong)(rong)系統中構(gou)建(jian)起干(gan)凈、安(an)全(quan)的(de)金(jin)(jin)(jin)融(rong)(rong)(rong)生態屏(ping)障。當前(qian),金(jin)(jin)(jin)融(rong)(rong)(rong)機構(gou)反洗錢(qian)體系還存在(zai)諸(zhu)多短板,合規管(guan)(guan)(guan)理(li)水(shui)平仍然不(bu)高,洗錢(qian)風險管(guan)(guan)(guan)理(li)水(shui)平較弱,不(bu)同金(jin)(jin)(jin)融(rong)(rong)(rong)機構(gou)之間的(de)水(shui)平差距較大。另外(wai),虛擬資(zi)產、數字經(jing)(jing)濟(ji)、平臺(tai)經(jing)(jing)濟(ji)等加(jia)(jia)劇了(le)洗錢(qian)違法(fa)犯罪風險,監管(guan)(guan)(guan)科(ke)技水(shui)平與行業數字化(hua)水(shui)平的(de)差距凸(tu)顯。反洗錢(qian)工作應根(gen)據風險和(he)形(xing)勢(shi)變(bian)化(hua),將(jiang)“風險為本”作為核心原則,進一步加(jia)(jia)強(qiang)監管(guan)(guan)(guan)制度建(jian)設,健全(quan)事(shi)(shi)前(qian)、事(shi)(shi)中、事(shi)(shi)后監管(guan)(guan)(guan)機制安(an)排,提升監管(guan)(guan)(guan)科(ke)技水(shui)平,實現監管(guan)(guan)(guan)全(quan)鏈條、全(quan)領域、全(quan)覆蓋,指導(dao)金(jin)(jin)(jin)融(rong)(rong)(rong)機構(gou)提高反洗錢(qian)合規水(shui)平和(he)風險管(guan)(guan)(guan)理(li)能力(li),推動反洗錢(qian)工作高質量發(fa)展。
四是協助防(fang)范(fan)化(hua)(hua)解金(jin)(jin)(jin)(jin)融(rong)(rong)風(feng)險。近年來,黨中央一系列決(jue)策部(bu)署都將防(fang)范(fan)化(hua)(hua)解金(jin)(jin)(jin)(jin)融(rong)(rong)風(feng)險擺在突出(chu)位置。隨著國(guo)內外經濟形(xing)勢的(de)變化(hua)(hua),各類金(jin)(jin)(jin)(jin)融(rong)(rong)犯(fan)(fan)罪(zui)(zui)(zui)與(yu)洗(xi)錢(qian)活動相(xiang)(xiang)互交織(zhi)滲透,電信網絡詐(zha)騙(pian)、網絡賭博、地(di)下錢(qian)莊(zhuang)等(deng)(deng)(deng)上游犯(fan)(fan)罪(zui)(zui)(zui)手段不斷更新,洗(xi)錢(qian)犯(fan)(fan)罪(zui)(zui)(zui)呈現新特點,涉(she)案(an)金(jin)(jin)(jin)(jin)額持續(xu)攀升,金(jin)(jin)(jin)(jin)融(rong)(rong)風(feng)險逐(zhu)漸(jian)加大(da)。反洗(xi)錢(qian)工作要(yao)圍繞“追蹤資(zi)(zi)金(jin)(jin)(jin)(jin)”理(li)念,積極(ji)發揮預(yu)防(fang)和(he)打(da)(da)擊兩(liang)方面(mian)作用,一方面(mian)要(yao)構建(jian)金(jin)(jin)(jin)(jin)融(rong)(rong)系統(tong)預(yu)防(fang)體系,指導金(jin)(jin)(jin)(jin)融(rong)(rong)機構完善洗(xi)錢(qian)風(feng)險管(guan)理(li)控制、穿透監(jian)測異常資(zi)(zi)金(jin)(jin)(jin)(jin)流動,對金(jin)(jin)(jin)(jin)融(rong)(rong)詐(zha)騙(pian)、非法集資(zi)(zi)、地(di)下錢(qian)莊(zhuang)等(deng)(deng)(deng)重大(da)金(jin)(jin)(jin)(jin)融(rong)(rong)犯(fan)(fan)罪(zui)(zui)(zui)做(zuo)到早(zao)識別、早(zao)預(yu)警(jing)、早(zao)發現、早(zao)處(chu)置,提(ti)升金(jin)(jin)(jin)(jin)融(rong)(rong)交易的(de)規范(fan)化(hua)(hua)和(he)透明(ming)度。另一方面(mian)要(yao)打(da)(da)擊違法資(zi)(zi)金(jin)(jin)(jin)(jin)活動,主(zhu)動協助配(pei)合司(si)法機關偵破洗(xi)錢(qian)及相(xiang)(xiang)關犯(fan)(fan)罪(zui)(zui)(zui)案(an)件,組織(zhi)金(jin)(jin)(jin)(jin)融(rong)(rong)機構提(ti)供金(jin)(jin)(jin)(jin)融(rong)(rong)情報及資(zi)(zi)金(jin)(jin)(jin)(jin)流轉(zhuan)證據(ju),嚴厲打(da)(da)擊電信詐(zha)騙(pian)等(deng)(deng)(deng)嚴重危害(hai)群眾(zhong)財(cai)產(chan)安(an)全、社會(hui)影(ying)響惡劣的(de)犯(fan)(fan)罪(zui)(zui)(zui)行為,切實保護人民群眾(zhong)切身利益,維護金(jin)(jin)(jin)(jin)融(rong)(rong)秩序。
五是(shi)(shi)(shi)有力(li)支持金(jin)融(rong)(rong)(rong)業高水平雙向(xiang)開(kai)放。反洗錢(qian)是(shi)(shi)(shi)國(guo)際(ji)金(jin)融(rong)(rong)(rong)治理體(ti)系(xi)的(de)重(zhong)要(yao)組(zu)(zu)成(cheng)部分,也(ye)是(shi)(shi)(shi)金(jin)融(rong)(rong)(rong)領域關鍵性國(guo)際(ji)通行(xing)規則之一,完備的(de)反洗錢(qian)體(ti)系(xi)是(shi)(shi)(shi)金(jin)融(rong)(rong)(rong)業走向(xiang)國(guo)際(ji)的(de)重(zhong)要(yao)前提。要(yao)積極參與(yu)國(guo)際(ji)金(jin)融(rong)(rong)(rong)治理,提升我國(guo)在重(zhong)大(da)國(guo)際(ji)金(jin)融(rong)(rong)(rong)規則、標準(zhun)制定中的(de)話語權和影響力(li),特(te)別是(shi)(shi)(shi)積極參與(yu)反洗錢(qian)國(guo)際(ji)組(zu)(zu)織工作、有效(xiao)應對國(guo)際(ji)組(zu)(zu)織對我國(guo)的(de)反洗錢(qian)互評估。
王靜表示,隨著反(fan)洗(xi)錢(qian)國(guo)際標(biao)準對合(he)規性和有效性的(de)評(ping)估要(yao)求不(bu)斷(duan)提(ti)高(gao),國(guo)際環(huan)境復雜嚴峻,我(wo)國(guo)的(de)反(fan)洗(xi)錢(qian)工作應在(zai)苦練內功的(de)基礎上,主(zhu)動參與(yu)全球治理(li),不(bu)斷(duan)提(ti)高(gao)在(zai)國(guo)際反(fan)洗(xi)錢(qian)治理(li)體系中(zhong)的(de)話語權和參與(yu)度,妥(tuo)善應對外部(bu)挑戰,為金融業高(gao)水平開放保駕護航(hang)。
